[Tianhe Group News] April 15th, 2011, after the Launching Ceremony of Tianhe Chemicals Group?North China Petrochemicals Co., Limited's significant petrochemical project, the Foundation Stone Laying Ceremony of Tianhe Chemicals Group?Jinzhou DPF-TH Chemicals Co., Limited's annual production capacity of Five Hundred Thousand MT Marine Oil, Ten Thousand MT T115 Lubricant Additive and Fifty Thousand Lubricant Package Project was grandly held yesterday in Jinzhou! Deputy Mayor of Jinzhou City Zhang Xiaoguang, Yixian County Mayor Ma Haifeng, Tianhe Chemicals Group Chairman Wei Qi, Tianhe Chemicals Group Vice-president Zhu Zhiren, DPF-TH No.1 Branch Factory Manager and General Director of this project Liu Qingjun , other government leaders of all levels, other corporate leaders and Tianhe employees attended the ceremony and witnessed this historical moment.

Firstly, at the beginning of the ceremony, Liu Qingjun, General Director of the project, gave her speech. She first expressed her warm welcome and sincere appreciation for each present government leaders. Then she said the whole project was expected to be completed in two steps—the first step was planned to cost six hundred million yuan; the second step was planned to cost four hundred million yuan. In her speech, Manager Liu also indicated that the launching of this project not only opened the gateway to achieving over tens of billions RMB annual output value for Tianhe, but also enlarged our production capacity and strengthened our economic power. In the future, the whole branch factory will go into work with more careful and more vigorous attitude and will never fail government and corporation leaders' support and expectation.

Secondly, County Mayor Ma Heifeng gave his speech. On behalf of County Party Committee and Government of Yixian County, he first congratulated on the Launching of Tianhe's another significant project and then he paid his respect to Chairman Wei Qi for leading his entrepreneurial team to make great contribution to the development of Yixian County's economy for years. He indicated that County Party Committee and Government of Yixian County will provide full support and "zero-distant" service for key corporation's growth and development. And he required construction organization to be conscientious and meticulous in work and to complete the construction task as soon as possible with top quality to make sure the project put into operation and achieve the production target on time.

Thirdly, Deputy Mayor Zhang Xiaoguang gave his speech. He said the previous "project launching month" campaign in Qilihe Industrial Park of Yixian County signified the beginning of the launching of project in the whole county. And Tianhe's annual production capacity of five hundred thousand MT marine oil project is of top priority. Municipal Party Committee and Municipal Government also paid a lot of attention to it. The launching of it served as a new starting point for the development of Yixian County’s economy.

Fourthly, Deputy Mayor Zhang Xiaoguang, Secretary of County Party Committee Dong Yong, Yixian County Mayor Ma Haifeng, Chairman of Tianhe Chemicals Group Wei Qi and other leaders came to the front of rostrum to cut the ribbon for the ceremony amidst a burst of exciting drum beats. When the ribbons dropped, clapping and salvos filled the whole scene. All of a sudden, Tianhe employees all felt very excited and the whole scene was boiling.

At the end of the ceremony, every leader stepped down from the rostrum to lay the foundation stone accompanied by the exciting drum beats.

The sun was shining brightly and the drumbeat was all over the scene.
